1. Proof of Vendor Registration or Establishment

The basic qualifications of bidders shall meet at least one of the following:

Valid company registration; orValid business registration.

2. Proof of Tax Payment

Proof of payment of applicable taxes, such as business tax or income tax.

3. Proof of Membership in an Industrial or Commercial Association

Proof that the vendor has joined an industrial or commercial association in accordance with the Industrial Association Act or the Commercial Association Act.

4. Other Qualification Requirements

In addition to the qualifications specified above:

Proof of Vendor Registration or Establishment:

Documents evidencing company or business registration, such as company registration certificates, business registration certificates, establishment or business registration certificates, factory registration certificates, industry registration certificates, professional licenses, business licenses, establishment approval certificates, or registration information publicly available through the National Company and Business Registration Information Search System (website: http://gcis.nat.gov.tw), or other documents issued by a government agency or its authorized institution certifying that the vendor is legally registered or established.

Proof of Tax Payment:

Proof of payment of applicable taxes, such as business tax or income tax. For business tax, acceptable proof includes the receipt copy of the business tax payment statement or the most recent business tax sales and tax declaration receipt duly stamped by the competent tax authority. If the bidder is unable to provide proof for the most recent tax period, proof for the preceding tax period may be submitted instead. A newly established business that has not yet reached its first business tax payment deadline may submit the approval letter for business registration issued by the competent tax authority, together with relevant documents for applying for the purchase of uniform invoices.
